An explanation of what a Rush Code is and the rules of how a Rush Code is generated are here.

This includes members of the touring band and people strongly associated with Rush like Donna Halper, Terry Brown or Andrew MacNaughtan. To qualify, you must have actually exchanged words one-on-one with the person.
