Scout Code is written for the Dutch scouting mailing list Scouts-NL. There is no known English translation.

The automated translation alludes to it being created as a joke:

I came up with the ScoutCode after an April Fool’s joke on SCOUTS-NL, namely that the mailing list would be moderated. In addition, you would have to take a test and you would have to include the score of that test in your .signature. Based on this score, you would then be allowed to participate in certain discussions. All of this would be necessary to raise the level of the list and prevent insults. Such measures can of course only result in a storm of reactions… And that is exactly what happened.

Date

Though the revision history doesn’t list dates aside from version 1.42 in October 2000, the code is listed as “an April Fool’s Joke” alongside a joke test dated April Fool’s Day 1996 (1996-04-01). In addition, the credits page was ostensibly last updated in January 1998, and though the Scouts-NL web archive is not available, its history describes it as having been set up in February 1995.

The website also alludes to “GeekCode”, “GothCode”, and “LegoCode”. Those links might have been added later, but both Goth Code and Lego Code debuted in late 1995.

For lack of better information, we can infer that this code debuted on or near April 1, 1996.
