This code is for fans of the progressive rock band Rush.
The canonical page http://rushcode.cjb.net/ is no longer in service, but the site forwards to a site that was captured in an archive. Due to a full-page ad incompatible with the modern web, this page is not easy to read in a browser, but the spec can be read in its source code.
sig.codes also hosts a copy of the spec and JavaScript encoder.
There are also several examples in the announcement thread.
